SUMMARY DESCRIPTION:
The Information Officer is accountable to the Executive Director. She/He is responsible for developing, implementing, monitoring and evaluating the Marketing and Communications Programme of the Council.
The Officer is expected to utilize a mix of media, and maintain on-going communication with the general public, local, regional and international tertiary institutions, and quality assurance organizations. In the execution of his/her duties, the Information Officer relates to the media in general, Government Ministries and Departments, local and international postsecondary/tertiary institutions, parents/guardians, students, employers, employees, representatives of employee and employer organizations, amongst others.
The officer is responsible for all public literature, either printed in-house or by an approved printing house and ensuring that the documentation reflects high quality (including the Council’s Annual Report and bi-annual Newsletter). The Information Officer is also expected to assist with general research activities, respond to general customer inquiries, and provide status reports on the information related to the Council.
QUALIFICATIONS AND EXPERIENCE REQUIRED:
(Civil Establishment (Qualifications Order), 2001
- A degree in Mass Communications or Marketing & Branding and not less than three 3) years’ relevant experience; or
- Not less than three (3) years’ relevant experience; and
- A degree; and
- A professional qualification or Caribbean Vocational Qualification in Communications
Critical Competencies:
- Highly developed oral and written communication skills (including presentation skills)
- Ability to maintain stakeholder relations effectively
- Ability to conduct research, analyse findings and produce high quality research papers and reports
- Ability to manage time, multiple tasks and projects/programmes effectively
- Advanced Proficiency in Microsoft Office (e.g. PowerPoint, Publisher, Excel) or equivalent software programmes
- Advanced Proficiency in the use of Social Media (e.g. Facebook, Twitter, YouTube)
- Advanced Proficiency in the use of Information Technology
DUTIES AND RESPONSIBIILITIES
- Developing and implementing a public relations strategy and work programme to promote the Council and its activities, on approval of the Board of Directors;
- Promoting and marketing the recognition services and related activities of the Council;
- Developing, producing and disseminating periodic newsletters, brochures, press releases;
- Sourcing printing/publishing houses for the Council’s public literature and following up to ensure the printing of high quality documents;
- Coordinating and participating in press interviews, media productions and other promotional activities;
- Providing on-going information on the Council, through the Executive Director, to local, regional and international postsecondary/tertiary institutions offering programmes of study in Barbados;
- Building and maintaining ongoing communication with various interest groups/organizations and individuals (e.g. CARICOM nationals, local, regional and international quality assurance bodies);
- Updating the Council’s website;
- Utilizing social media platforms to promote and market the Council and its activities;
- Preparing status reports on the PR work programme for the Board of Directors of the Council;
- Assisting with special project planning and development;
- Assist with the preparation and publication of the annual reports of the Council; and
- Any other duties which the Executive Director may assign for the effective functioning of the Council.
WORK CONDITIONS
The Officer must have a valid driver’s licence and have access to a vehicle to conduct the Council’s business. Travelling allowance will be paid in accordance with the travelling rates as determined by the Council.
Normal Working Hours: 8.15a.m. to 4.30p.m. – Monday to Friday with one (1) hour for lunch. The hours of work may vary outside of normal working hours.
The officer must be able to cope with stressful working conditions which may prevail at times. In addition, he/she must be able to work without close supervision.
