The Barbados Accreditation Council welcomes Ms. Penny Linton as its newest member of the Board of Directors. Ms. Linton is currently employed with the Ministry of the Public Service as the Director General- Human Resources Ministry of the Public Service since May 2022.
Prior to assuming that position, Ms. Linton was assigned to the post of Director, People Resourcing and Compliance Directorate since August 2019.
Ms. Linton has been engaged as a Human Resource professional for over sixteen (16) years. She is a career Public Officer who has served in the Public Service of Barbados for over forty-two (42) years. During her tenure, she has held posts of Senior Personnel Officer, Assistant Director of Human Resources and Administration, and Deputy Chief Personnel Officer.
As the Director-General Human Resources, Ms. Linton manages a portfolio with overall responsibility for the Learning and Development, Human Resource Policy and Staffing, and People Resourcing and Compliance Directorates.
In the role of DG-HR, Ms. Linton is responsible for the following:
(a) provide human resource management advice to:-
(i) the Service Commissions;
(ii) Permanent Secretaries and Heads of Departments;
(b) assist the Minister in the formulation and development of the
human resource management policy for the public service;
(c) perform the functions relating to the:
(i) recruitment, selection, placement and transfer of personnel;
(ii) appointment, promotion, discipline and retirement of personnel; and
(iii) training and development;
(d) ensure that each Ministry or Department implements the
appropriate human resource systems to adequately manage the Ministry or Department;
(e) undertake human resource management audits throughout the
public service to ensure that the Ministry or Department complies
with the human resource management and development policy; and
Ms. Linton graduated from the University of Luton, United Kingdom, earning a Master of Science in Human Resource Management in 2005. That same year, she was also awarded professional HRM certification from the Chartered Institute of Personnel and Development (CIPD). In addition, she has benefited from continuous professional development in the areas of Conflict Management/ Mediation and Public Service HR Management, from the Singapore Civil Service College. She is an alumnus of the Caribbean Leadership Project Training programme.
Speaking on the new appointment, the Chairman of the Board of Directors, Dr Richard Ishmael, said, “The staff and Board of Directors are pleased to have her wealth of expertise and experience, which will add value to Barbados’ sole external quality assurance agency.”
Ms. Linton commented on her mission within her post, stating that she will “Provide sound strategic advice to the BAC and its stakeholders.” She went on to say that she is committed to “Transforming and enhancing the lives of BAC’s varying clients, including CARICOM Nationals, by delivering high-quality recognition services.”
